Number of recipients of unemployment benefits partly financed by municipalities and benefit expenditure according to municipality

This dataset is associated with the dynamic report titled ‘Number of recipients of unemployment benefits partly financed by municipalities and benefit expenditure’, which is part of the Kelasto statistical database. The data are aggregated at the municipality level. The municipality providing funding is the unemployed person’s home municipality as of the payment date of the unemployment benefits, and the regional classification corresponds to the situation as of the month in which the costs are invoiced. The data reflect the situation as of 1 January 2025. The data are updated on a monthly basis by the 20th day of each month at the latest.

This dataset contains data on unemployment benefits partly funded by municipalities for each municipality. The municipalities contribute to the funding of earnings-related unemployment allowance, basic unemployment allowance and labour market subsidy. The municipalities’ share of the funding gradually increases with prolonged unemployment. This dataset only contains data on the unemployment benefits that receive municipal funding.

The same recipient may be paid benefits by several municipalities. As such, this dataset should not be used to extrapolate figures for the whole of Finland. The total figures for all of Finland are usually available as a separate dataset.

The same recipient may have been classified in many categories over the course of one month (KERTYMALUOKKA). The value ‘Total’ must be used to narrow down the analysis if one-off data on recipient totals and benefit expenditures are required.
