From the dataset abstract

This dataset is associated with the dynamic report titled ‘Number of recipients of unemployment benefits partly financed by municipalities and benefit expenditure’, which is part of the Kelasto statistical database. This dataset contains data on unemployment benefits partly funded by municipalities in all of Finland as a whole. The data reflect the situation as of 1 January 2025. The data are updated on a monthly basis by the 20th day of each month at the latest.

The municipalities contribute to the funding of earnings-related unemployment allowance, basic unemployment allowance and labour market subsidy. The municipalities’ share of the funding gradually increases with prolonged unemployment. This dataset only contains data on the unemployment benefits that receive municipal funding.

The same recipient may have been classified in many categories over the course of one month (KERTYMALUOKKA). The value ‘Total’ must be used to narrow down the analysis if one-off data on recipient totals and benefit expenditures are required.
