From the dataset abstract

This dataset is associated with the dynamic report titled ‘Summary of data on benefit decisions’, which is part of the Kelasto statistical database. The dataset includes data on decisions on benefits from Kela for the whole country as from 1 January 2020. The data cover applications resolved by both Kela and workplace sickness funds. The data are updated on a monthly basis by the 20th day of each month at the latest.

The dataset includes the number of decisions during the reference period and their turnaround time. The reference period is based on the date the application is resolved.

The denial rate is calculated as the percentage of denied applications of all applications that were either approved or denied during the reference period.

An arithmetic mean is calculated for the turnaround time of decisions issued during the reference period. The mean turnaround time is equal to the difference between the date of receipt of the application and the date on which it was resolved, expressed in calendar days. The turnaround time also includes time spent obtaining and processing any additional information that may have been needed.

In the case of basic social assistance, the processing types New and Follow-up provide a more truthful picture of the number of applications. The other processing types often describe a process that does not involve a separate application submitted by the customer.
