From the dataset abstract

The data contains information on the composition of household waste generated in the Helsinki metropolitan area (mixed waste, paper, biowaste, cardboard and carton, glass, metal, hazardous waste, wood, garden waste, electric and electronic equipment, textiles) in 2004–2010 and 2012–2016. The data is reported as percentages of the total amount of household waste in the Helsinki metropolitan area.
